Mapping the stakeholders regarding the cocoa production in Palu, Central Sulawesi, Indonesia

Experts from the Stiper Agricultural Institute Yogyakarta (Instiper, Indonesia) and Cirad conducted a survey in Palu from 19 to 28 May 2026 to identify the main actors in the cocoa value chain in Central Sulawesi, particularly around Palu, and to examine their interactions. This work is a part of the Indokakao project, financed by the Fonds Equipe France, monitored by the Indonesian Ministry of Planning and Development (Bappenas) and by the Embassy of France in Indonesia and Timor Leste.

The aim of this survey was to gather information about the key stakeholders in the cocoa sector in Palu (across Central Sulawesi province), with two objectives: 1) to map the stakeholders and the relationships between them, and 2) to identify potential participants for the participatory prospective analysis (PPA) workshop to be held in Palu in July 2026.

Using a questionnaire developed on Kobocollect©, the team conducted 26 interviews of various stakeholders, including: government offices (Bappeda, Department of Cooperative and Micro, Small and Medium enterprises, BKSDA, Lore Lindu National Park authorities, the financial services authorities [OJK], forest management units [KPH]), state enterprises (BRI, PNM), civil society organisations (Rainforest Alliance, GIZ), private sector (offtakers, chocolate shop, agricultural input shops) and smallholder farmers and organisations (Forest farmers’ group [KTH], Women farmers’ group [KWT], social forestry groups).

INSTIPER and CIRAD aim to hold a participatory prospective analysis (PPA) in Palu in July and invite about 25 representatives from various stakeholders interviewed during the May survey to discuss the desired future of the sustainable cocoa value chain in Palu and Central Sulawesi, as well as the actions needed to achieve it.
