Public Procurement
The Public Procurement Code (CCP) is divided into 2 parts:
- a legislative part annexed to Ordinance No. 2018-1074 of November 26, 2018 bearing the legislative part of the Public Order Code
- a regulatory part appended to Decree No. 2018-1075 of December 3, 2018, dealing with the regulatory part of the Public Order Code.
All of its procurement contracts entered into since April 1, 2016 are administrative contracts.
CIRAD's General Purchasing Conditions (CGA) in force for the period in question take precedence over the suppliers' General Sales Conditions (GSCs).
CIRAD dematerializes the entire procedure on its buyer profile for each of its public contracts meeting a need with an estimated value equal to or greater than 90 000 euros excluding tax, and for certain contracts with an estimated value of less than 90 000 euros:
