Typology and assessment of policy instruments to promote agricultural adaptation to climate change - TYPOCLIM

Numerous policy instruments to promote agricultural adaptation to climate change are currently in use. TYPOCLIM aims to map those instruments in eight countries in the global North and South, and to analyse their efficacy as regards various political, economic and environmental criteria.

Issues

The agricultural sector both contributes to climate change and suffers the consequences. Increased temperatures, rising water levels, increased rainfall or drought frequency, etc: adapting agriculture to these changes is a vital issue for many regions that depend on agricultural activities, in both North and South.

In response to this issue, numerous statements of intent, such as the voluntary contributions by countries proposed within the framework of COP21, or climate action plans, have been drafted by national governments worldwide. However, there have not yet been any precise inventories of the range of instruments actually in use, or assessments of their efficacy.

Description

TYPOCLIM initially aims to map instruments to promote agricultural adaptation to climate change, in eight countries and for three value chains. The wine, horticulture (mango) and market garden sectors in South Africa, Senegal, Brazil, Colombia, Spain (Catalonia), the USA (California) and France (Occitanie and Guadeloupe) will be studied and a typology of the different instruments established.

Secondly, the project aims to assess the efficacy of those policies in terms of political, economic and environmental criteria and farmer consent.

Expected impacts

  • A databank on instruments to promote agricultural adaptation to climate change will have been compiled and disseminated to the various stakeholders.
  • This knowledge sharing will enable improved governance of public policy on adaptation to climate change.
