What about land appropriation in the South?

On 15 September 2011, the Pôle foncier in Montpellier is organizing a day of debate on large-scale land purchases in the South, at the Maison des Sciences de l’Homme de Montpellier (MSH). The meeting is entitled "Acquisitions foncières à grande échelle au Sud : jeux stratégiques entre décideurs publics, investisseurs et acteurs locaux ".

The scientific interest group concerned, GIS Pôle de recherche sur le foncier rural dans les pays du Sud , is open to research, training and educational establishments in Montpellier, and associates the organizations from which the researchers and teacher-researchers behind the initiative came from: CIRAD, the IAMM, the IRD and SupAgro.

As the scientists point out, "Agriculture in the South is seeing increased commoditization of its land, orchestrated by governments or firms ". The issue of land ownership and its governance is now a key topic for research and development.

The meeting on dans 15 September 2011, being organized in partnership with the MSH under a programme on land ownership governance and sustainable development in the South, follows on from the " Journée Foncier" organized by CIRAD in 2009.

Taking stock

As an introduction to the meeting, investment dynamics on a global level (source countries, host countries, number of projects, extent) will be presented and analysed.

Case studies in Peru, Mali and Madagascar will then serve to look at:

- negotiating methods and power play regarding access to resources;
- regulation mechanisms on a local and national level.

The meeting will close with a presentation and discussion of international initiatives aimed at regulating these large-scale land acquisitions ( programme).
